DEPUTY DIRECTOR OF FINANCE
Job Type: Full-time
Pay: $70,000 – $92,000 per year
Position Overview:
Reporting to the Director of Finance, the Deputy will have both internal and external facing responsibilities. Ranging from assisting with the planning, developing, organizing, implementing, and directing of all activities associated with the Finance Division of the Lottery. This includes general ledger; cash and investment management; accounts receivable and debt collection; capital asset accounting; accounts payable; game accounting; payroll preparation and reconciliation; financial reporting and disclosure; and retailer accounting. Assists in planning, directing, and consolidating the budget for all Divisions and Departments and budgetary compliance and control for the Lottery. Assists in compliance with all the requirements of the New Mexico Lottery Authority (NMLA), including monthly revenue transfers, financial and budgetary reporting to the applicable state bodies, and debt setoff withholding for the Human Services Department. Assists in planning and directing financial audits. Position is responsible for supervising all employees reporting to the Deputy Director and for all applicable annual evaluations.
Essential Functions:
Duties required may include, but are not limited to the following accounting duties:
- Assists with the day-to-day accounting and financial functions, including accounts payable, integration of accounts receivable, cash and game transactions into Great Plains accounting system, month-end and year-end closing, and tax reporting.
- Assists with the payroll preparation to ensure that employees are properly paid each pay period, applicable taxes are properly computed, remitted, and reported to state and federal bodies, and that applicable benefit deductions are taken, and payments made to benefit providers.
- Assists with ensuring compliance with internal accounting and financial policies, generally accepted accounting principles and laws and regulations, e.g., Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB) rules, standards, etc.
- Assists with the annual financial audit. Assists with the preparation of the financial statements, notes to the financial statements, and the Management Discussion and Analysis for the independent audit report.
- Assists in the review of the pension plan contribution files prepared by the vendor payroll company to ensure that appropriate contributions are being made for plan participants each payroll and reconciles the contribution files to the general ledger and the payroll registers.
- Manages employees directly reporting to the Deputy Director, including staff activities and coordination of schedules and timetables with regard to completing tasks, reports and financial statement closing.
- Prepares and submits both oral and written reports to executive staff, Board of Directors, and applicable state government bodies. Prepares, oversees and/or analyzes RFP’s and existing contracts to ensure compliance with terms. Reviews instant game working papers and new on-line game parameters and/or changes. Prepares financial and accounting policies and/or procedures for the Lottery.
- Assists in the day-to-day management and supervision of all Finance Division staff and assumes responsibility for the operation of the division when the Director of Finance is not present.
Minimum Qualifications:
- Bachelor’s Degree in Accounting or related field is required.
- Five to ten years’ experience in financial accounting and direct supervision of employees is preferred.
Knowledge and Skills Required:
- Highly developed numerical, analytical, problem-solving, interactive management, written and oral communication, meditative, planning, and organization skills are essential.

LAW ENFORCEMENT AGENT

Position Overview:
Conducts criminal, administrative and background security investigations, and provides facility security and management to ensure the honesty, fairness, integrity, and security of the New Mexico Lottery Authority (NMLA). Position requires availability for on-call duties, including occasional nights and weekends. Administers the security policies, procedures, rules, and systems under the general direction of the Executive Vice President for Security.
Essential Functions:
Duties required may include, but are not limited to the following accounting duties:
- Investigates incidents and prepares reports on theft, fraud, employee misconduct, fleet and safety accidents, company policy and statutory violations.
- Interviews, interrogates, conducts surveillance, and gathers evidence on suspects.
- Prepares reports and collaborates with law enforcement agencies, the district attorney, and the state’s attorney to facilitate judicial disposition.
- Conducts and may oversee or coordinate lottery drawings, assist with developing rules, examine, and test equipment and provide physical security.
- Manages the transfer, tracking, and/or destruction of instant tickets and/or ticket stock.
- May be required to attend ticket printing ensuring all ticket print security and integrity measures are implemented by ticket print vendor.
- Reviews security applications and performs background checks (including credit, criminal, employment, contract, and other historical information) on employees, retailers, vendors, vendor employees, and contractors to determine eligibility to conduct business with the Lottery.
- Compiles and analyzes investigative data when necessary.
- Conducts telephone and personal interviews with applicants and references.
- Conducts research on a variety of official records and documentation to verify accuracy of information presented to NMLA.
- Makes recommendations regarding applicant suitability.
- Monitors, maintains, and tests building security and fire equipment.
- Identifies and recommends security system enhancements.
- Responds to security breaches by physically inspecting for source of breach.
- Provides personal protection of lottery staff.
- Assists and provides security at special events.
- Performs other duties as assigned.
Minimum Qualifications:
- High School diploma or GED equivalent.
- Current New Mexico Peace Officer Certification.
- Qualified firearm carrier.
- Minimum of one year of law enforcement experience.
Knowledge and Skills Required:
- Must possess a sound working knowledge of law enforcement and security practices as such practices apply to the unique and specialized needs and requirements of the Lottery operation.
- Proficiency in investigation, interrogation, interviews, surveillance, and information/evidence-gathering techniques.
- Ability to use computer and various software programs, video, and photographic equipment.
- Skilled in firearm handling and self-defense techniques.
